In early spring 1945, the U.S. B-29 bombers attacked Tainan, bombs and firing shells razed my native house in town. The detonated intense burning killed my younger sister right there. Dilapidated buildings and overlapped corpses, witnessed the tragedy, it paces back and forth in my mind for years till now it goes no where. After the US-Japan Pacific war, the foreign regime of Chiang Kai-shek Group bore the general order #1 of the allied Supreme Commander Douglas MacArthur occupied Taiwan for maintaining peace and keeping society in order. But in 1946 Chiang tampered Taiwan’s sovereignty even before the allied signing Peace Treaty. In 1949 Mao took over the power in China, and Chiang escaped and exiled his ROC government to Taiwan. The early days of KMT regime in Taiwan were nothing but corruption and criminal scandals: The March Massacre in 1947, White terror, Cleansed to death through out the rural area, Politics suffer distress, Converted $40,000 Yuan for $1 NT to wealth plundering; Forced the 37.5% rent cut to snatch landlord’s property; Fictitiously compiled "Taiwan Retrocession Day" to deceive the Taiwan people; Banned the "native Taiwanese" to despise Taiwan's culture and promote Chinese Chauvin policy. I personally experienced the tragedy and deeply felt sadness for Taiwanese encounter.

I met Lee Teng-hui as a colleague in 1971 while servicing as an Executive Yuan advisor. In 1980 while Mr. Lee was Taipei mayor, Election & Recall law implemented, I was invited and appointed as an Elects Commission Committee member. Mr. Lee always consulted with me before he made the final conclusion. He knows me capable to work, and willing to trust me and understand me. I followed him for years, I deeply aware that he studies constantly, mentality clear and completely understood. 12 years of leading the country, walked trough difficulties and obstacles, he quietly transformed Taiwan from an authoritarian dictatorship into a free and democratic thoroughfare broad way. He peacefully transferred political power, created the political miracle of meritorious service. Indeed, he deserves Taiwan people’s respect forever. Even in private, humble and polite, not arrogant, he is the true model of elder. I respect him from the bottom of my heart. This time, Mr. Huang Kunhu completed his two terms of presidency of Taiwan Friends of President Lee Teng-hui Association, can not be re-elected. Former President Lee repeatedly recommended me to serve the association as the 3^rd term of president. I do sincerely request your strong support as you have devoted to Mr. Lee, helping me to run the association smoothly and successfully.

Taiwan's international status is still undetermined at this time, what does it mean to you? As a former President, Lee Teng-hui said: "The people of Taiwan should have the sovereignty of Taiwan, because of the America and Japan Pacific War had ended, and Japan ceded Taiwan but did not give to either China. The Taiwan people do not have a legal nationality yet." These words deserve all Taiwanese to think it over. Lee also added: "I have never advocated Taiwan independence". The reality is: 1895, the Qing Dynasty ceded Taiwan to Japan and it became Japanese territories, the people of Taiwan should pursue "Taiwan independence" from Japan. But, after the Pacific war there is no more "Taiwan independence" issue, because Taiwan neither belongs to the People's Republic of China nor the "Republic of China". Therefore, the only issue Taiwan faces today is "the founding of Taiwan Nation".

My mentality and methodology are inherited from Mr. Lee’s instruction. Now standing at this height of historical turning point, in the belief of freedom, democracy, human rights and the rule of law, I will do my best to build a quality new nation for my beloved earth mother Taiwan to position in the international community with dignity. Taiwan locates at the door of East Asia with natural barrier, is doomed essentially and the external power and influence contends with, this is a destiny, also is the honorable duty. We have no choice but to face the challenge, to defeat the evil otherwise we will become a “slave”, although, inevitably occasionally feel lonely and helpless, but once all Taiwan people join hands to support we will achieve our goal. Although the DPP is dominated by the Taiwan people, unfortunately, so far and still agree with the use of "ROC system", even though they regain the power, it is still under ROC regime. Taiwan goes nowhere but falling into the China traps again. All Taiwan inhabitants need to consolidate strength and learning the spirit of our Ancestors crossed the sea adventure, to pursue a new homeland of stability and happiness, to build a “Taiwan Nation”. For our future generations of well-being of children and grandchildren to defend Taiwan, we shall not be flinched. God Bless Taiwan.

一九四五年初春，美軍B-29轟炸機攻擊台南，炸彈及燒夷彈正中府城老家，劇烈引爆燃燒，舍妹當場犧牲；滿街斷牆殘壁，死屍橫陳，目睹慘劇，至今始終腦海徘徊，揮之不去。美日太平洋戰後，外來政權蔣介石集團，奉麥帥令，執行「佔領台灣」任務，未待戰後和平條約簽署，擅篡臺灣主權；接著，中國易主，蔣介石逃難，「中華民國」政府流亡台灣。中國國民黨初據台，貪污腐化，惡行惡狀，主導二二八社會菁英屠殺事件、白色恐怖、清鄉誅殺、政治受難：並以一元兌四萬元，對財富掠奪，用三七五減租，搶奪地主土地，尤有甚者，以無中生有的「台灣光復節」欺騙台灣人，禁「台灣母語」，鄙夷台灣文化，行大漢沙文教育政策；仲模親歷其境，深感台灣人遭遇的悲切。

一九七一年任行政院參議，與李登輝因工作認識，李先生一九八零年任台北市長時，選罷法實施，邀仲模擔任選委會委員，李先生總是最後徵詢仲模意見，再做成結論，李先生「知道仲模能做事，也願意暸解與信任」。追隨李先生多年，深切知道他手不釋卷、思路清晰、融會貫通。十二年領導國家，行經艱難險阻，以寧靜革命使台灣從威權專制步入自由民主康莊之路，讓政權和平轉移，開啟政治奇蹟之功勳，足為人民永戴景仰。即使私下相處，謙卑有禮，沒有架子，有的只是長者的風範，仲模內心折服，仰慕不已。此次，台灣李登輝之友會總會會長黃崑虎先生兩屆到任，無法再連任，經李前總統再三舉薦，加以各委員厚愛，仲模以戰戰兢兢、如履薄冰心情，接任第三屆總會長之職。謹以至誠，敬祈諸先進一秉對李先生的信實厚誼，協助仲模續為會務之發揚盡致而貢獻綿薄。

台灣國際地位未定，到底意味著什麼？李登輝以前總統身分說：「台灣人民應該擁有台灣主權，因為美日太平洋戰爭，日本割讓台灣，沒有交給中國，台灣人無法理國籍。」這段話，值得台灣人去思考。李又說：「從來沒有主張台獨」，事實告訴台灣人：一八九五年，大清割讓台灣予日本，成為日本國土，台灣人追求的「台獨」是面向日本；太平洋戰後，台灣已經沒有「台獨」問題，因為台灣既不屬於中華人民共和國也不屬「中華民國」，所以，今日的台灣，應是「建國」問題。

仲模的思維與理想，承受李先生指導，站在歷史轉捩點的據高處，以自由、民主、人權和法治的篤信，願能爲我心愛的大地母親台灣，供奉綿微的心力，在這新時代裏開創一個優質而有尊嚴品格的新國度，以立足於國際社會。台灣地處東亞天險，注定必要與外來權勢相抗衡，這是天命，也是光榮任務；必須通過試煉，戰勝邪惡，否則就會淪落成「奴隸」，雖然，難免偶而會感到孤獨無援，但必須仰仗全體台灣人民支持才能安然走過。民進黨雖是由台灣人主導，可惜，迄今依然認同並使用「中華民國體制」，縱然再度爬起，恐亦無以使台灣甩開重重陷阱危機；全體台灣的住民，需要凝聚力量，學習先祖冒險渡海，來台尋覓安定快樂新家園的堅毅精神，一切以「台灣建國」為共同目標，齊步打拼，為後代子子孫孫的福祉，捍衛台灣，永不退縮。天佑台灣。

1945年の春先、米国のB-29型爆撃機が台湾の台南市を空襲した。爆弾と焼夷弾の混合爆撃で、台南市内の我が家に直撃命中した。　私の妹はその幼き命を閉じた。町中が瓦礫の山、残壁や崩れた塀と化し、多くの屍骸が横たわり、見るに忍びない景色が、いまでも目に浮かび、私の記憶から、消えない。　第二次世界大戦の終戦後、外来政権の蒋介石集団が、マッカーサー元帥の命令を受け、『台湾占領』の任務を執行中、戦後の平和条約を待たずして、勝手に台湾主権の改竄を行い、引き続き、中国の主が変わり、蒋介石は中国から逃亡、脱出し、政府は台湾に亡命した。中華民国が台湾を占領した初期にて、その汚職腐敗、悪行悪状は極端的な最悪状態で、遂に、228大虐殺の台湾エリートの皆殺しに走り、ホワイトテロ、虐殺後の落人狩り、政治迫害、新しく印刷した貨幣1元で4万元の強制交換で、台湾人の財産を略奪し、更に進んで、375減租賃の名目で、台湾人地主の土地を掠め取り、資本構造を、完全に破壊して、国民党若しくは外来政権の資本構造を台湾人と同じライン、否、台湾人以上の、有利なポジションに立たしめた。此れに益して、極悪の最たるは「台湾光復節」である。台湾人の全てを欺瞞し、台湾の母語禁止の戦犯行為を敢行、大漢ショーヴィニズム教育（即、洗脳教育）を行い、台湾文化の扱き下ろしとその消滅政策を徹底した。私自身がこの経験被害者である故に、台湾人 2398;悲運遭遇を深く痛み悲しむ。

1971年に行政院の参議員を務めた際に、仕事の関係で李登輝先生を認識する縁に恵まれ、1980年に李登輝先生が台北市長に就任の折、選挙罷免法が実施され、私はその選務委員会の委員に要請された。李登輝先生は通常最後に私の見解を求め、その上で、最終結論を下した。李登輝先生は「仲模は良くやるので、私は彼の考えを了解したいし、また信頼している。」と褒めて下さいました。長年李登輝先生に付き添ってまいりました。読書熱心な方で、何時も書籍を手放した事は無く、思考明晰にして総合分析に長け、正確な結論を割り出す、素晴らしい能力の持{ 85;主です。12年間もの長い間、国を導き、艱難険阻な環境下で、「静寂な革命」にて、台湾をして専制独裁の外来政権から、自由民主な佳境に導き、政権を難なく平和的に新政権に移転させたのは、政治奇跡のみならず、神業に近いと言っても、過言でない。「公的」立場では台湾人民の永遠に尊敬するに値し、「私的」な立場では、先生は常に謙虚そのもので、礼儀正しく、威張る事無く、自然に溢れる長者の風格には、人々を感服せしめる魅力には、私なら& #12378;とも、多くの人の尊敬を勝ち取るであろう。　この度の、台湾李登輝の友会、総会長黄崑虎先生は任期を２期合計12年を勤め上げ、会規に基づき、参任不可能ゆえに、李前総統の再三の推薦と、各委員の切たるご要望に応じたものの、私の心中は薄氷を踏むが如く、戦々恐々たる心情で、台湾李登輝の友会の第三任の総会長職をお引き受けた次第で御座います。此処に、謹んで、誠心誠意、皆様が過去に前総統李登輝閣下にお与えになられた信実と厚誼でもって、私、仲模へのご協力と、一層のご鞭撻に頼り、微力ながら、懸命に努める所存です。

台湾の國際地位未定は何を意味するのであろうか？　以前、李登輝閣下は、総統在任の身分で次の様に発言されました。「台湾人民は台湾の主権を持ち合わせている筈である、日米太平洋戦争で、日本は台湾を割譲したが、中国には渡してない、台湾人は法理的国籍が無い」。　この言葉は大いに玩味すべきで、台湾人の深い思考を促す。又、続けて曰く「私は台湾独立を主張した事は無い」。史実は1895年に大清帝国により、台湾を日本に割譲し、日本の国土と成った。台湾人が「台湾独立」を追求するならば、日本に向かっての独立であるが、第二次世界大戦後は、台湾に「独立」の問題が無い。何故ならば、台湾は中華人民共和国にも、中華民国にも隷属してない。今日の台湾には「建国問題」のみ存在する。

私の思想と理想は李登輝閣下を承継し、その指導で歴史逆転の至高所にて、自由、民主、人権と法治を篤信し、我が愛する、母なる大地台湾に、微力ながら、この新しき時代で、優質且つ尊厳の有る品格の新国度の開拓をなし、国際社会の一国家たらんと願ってます。台湾は東南アジア天険に位置にあり、外来勢力相抗争する場所でもある。此れは天命と素直に認め、また、台湾人の栄光な職務でもある。試練を確りと受止め、邪悪に必勝の信念を? ?#12387;て、対処せねば、「奴隷」に淪落」するであろう。時には、孤独、無援助感の衝撃も有ろうが、全体の台湾人の一致団結に依存しなければ、通れない道でもある。民進党は台湾人主導の政党では有ったが、残念ながら、現在でも、「中華民国体制」を認め且つ使用している。例え、再び、這い上がる事が出来ても、再度、危険に落ち込むのを、避ける事は出来ない。台湾住民は力を集中し、団結し、われらの祖先が示したような、険悪な海峡を乗り越えて、子孫の為に新しい幸せを捜し求めたその精神力を、勤とに学び、すべてを、「台湾建国」の共同目標に集中邁進し、台湾を守り、怯まない事を誓う！

President of the Taiwan Friends of President Lee Teng-hui Association, Cheng Chung-Mo 2008/07/08	台灣建國，我願馳赴一九四五年初春，美軍B-29轟炸機攻擊台南，炸彈及燒夷彈正中府城老家，劇烈引爆燃燒，舍妹當場犧牲；滿街斷牆殘壁，死屍橫陳，目睹慘劇，至今始終腦海徘徊，揮之不去。美日太平洋戰後，外來政權蔣介石集團，奉麥帥令，執行「佔領台灣」任務，未待戰後和平條約簽署，擅篡臺灣主權；接著，中國易主，蔣介石逃難，「中華民國」政府流亡台灣。中國國民黨初據台，貪污腐化，惡行惡狀，主導二二八社會菁英屠殺事件、白色恐怖、清鄉誅殺、政治受難：並以一元兌四萬元，對財富掠奪，用三七五減租，搶奪地主土地，尤有甚者，以無中生有的「台灣光復節」欺騙台灣人，禁「台灣母語」，鄙夷台灣文化，行大漢沙文教育政策；仲模親歷其境，深感台灣人遭遇的悲切。一九七一年任行政院參議，與李登輝因工作認識，李先生一九八零年任台北市長時，選罷法實施，邀仲模擔任選委會委員，李先生總是最後徵詢仲模意見，再做成結論，李先生「知道仲模能做事，也願意暸解與信任」。追隨李先生多年，深切知道他手不釋卷、思路清晰、融會貫通。十二年領導國家，行經艱難險阻，以寧靜革命使台灣從威權專制步入自由民主康莊之路，讓政權和平轉移，開啟政治奇蹟之功勳，足為人民永戴景仰。即使私下相處，謙卑有禮，沒有架子，有的只是長者的風範，仲模內心折服，仰慕不已。此次，台灣李登輝之友會總會會長黃崑虎先生兩屆到任，無法再連任，經李前總統再三舉薦，加以各委員厚愛，仲模以戰戰兢兢、如履薄冰心情，接任第三屆總會長之職。謹以至誠，敬祈諸先進一秉對李先生的信實厚誼，協助仲模續為會務之發揚盡致而貢獻綿薄。台灣國際地位未定，到底意味著什麼？李登輝以前總統身分說：「台灣人民應該擁有台灣主權，因為美日太平洋戰爭，日本割讓台灣，沒有交給中國，台灣人無法理國籍。」這段話，值得台灣人去思考。李又說：「從來沒有主張台獨」，事實告訴台灣人：一八九五年，大清割讓台灣予日本，成為日本國土，台灣人追求的「台獨」是面向日本；太平洋戰後，台灣已經沒有「台獨」問題，因為台灣既不屬於中華人民共和國也不屬「中華民國」，所以，今日的台灣，應是「建國」問題。仲模的思維與理想，承受李先生指導，站在歷史轉捩點的據高處，以自由、民主、人權和法治的篤信，願能爲我心愛的大地母親台灣，供奉綿微的心力，在這新時代裏開創一個優質而有尊嚴品格的新國度，以立足於國際社會。台灣地處東亞天險，注定必要與外來權勢相抗衡，這是天命，也是光榮任務；必須通過試煉，戰勝邪惡，否則就會淪落成「奴隸」，雖然，難免偶而會感到孤獨無援，但必須仰仗全體台灣人民支持才能安然走過。民進黨雖是由台灣人主導，可惜，迄今依然認同並使用「中華民國體制」，縱然再度爬起，恐亦無以使台灣甩開重重陷阱危機；全體台灣的住民，需要凝聚力量，學習先祖冒險渡海，來台尋覓安定快樂新家園的堅毅精神，一切以「台灣建國」為共同目標，齊步打拼，為後代子子孫孫的福祉，捍衛台灣，永不退縮。天佑台灣。台灣李登輝之友會總會長城仲模 2008/07/08	我は赴かん！台湾建国の道 1945年の春先、米国のB-29型爆撃機が台湾の台南市を空襲した。爆弾と焼夷弾の混合爆撃で、台南市内の我が家に直撃命中した。　私の妹はその幼き命を閉じた。町中が瓦礫の山、残壁や崩れた塀と化し、多くの屍骸が横たわり、見るに忍びない景色が、いまでも目に浮かび、私の記憶から、消えない。　第二次世界大戦の終戦後、外来政権の蒋介石集団が、マッカーサー元帥の命令を受け、『台湾占領』の任務を執行中、戦後の平和条約を待たずして、勝手に台湾主権の改竄を行い、引き続き、中国の主が変わり、蒋介石は中国から逃亡、脱出し、政府は台湾に亡命した。中華民国が台湾を占領した初期にて、その汚職腐敗、悪行悪状は極端的な最悪状態で、遂に、228大虐殺の台湾エリートの皆殺しに走り、ホワイトテロ、虐殺後の落人狩り、政治迫害、新しく印刷した貨幣1元で4万元の強制交換で、台湾人の財産を略奪し、更に進んで、375減租賃の名目で、台湾人地主の土地を掠め取り、資本構造を、完全に破壊して、国民党若しくは外来政権の資本構造を台湾人と同じライン、否、台湾人以上の、有利なポジションに立たしめた。此れに益して、極悪の最たるは「台湾光復節」である。台湾人の全てを欺瞞し、台湾の母語禁止の戦犯行為を敢行、大漢ショーヴィニズム教育（即、洗脳教育）を行い、台湾文化の扱き下ろしとその消滅政策を徹底した。私自身がこの経験被害者である故に、台湾人 2398;悲運遭遇を深く痛み悲しむ。 1971年に行政院の参議員を務めた際に、仕事の関係で李登輝先生を認識する縁に恵まれ、1980年に李登輝先生が台北市長に就任の折、選挙罷免法が実施され、私はその選務委員会の委員に要請された。李登輝先生は通常最後に私の見解を求め、その上で、最終結論を下した。李登輝先生は「仲模は良くやるので、私は彼の考えを了解したいし、また信頼している。」と褒めて下さいました。長年李登輝先生に付き添ってまいりました。読書熱心な方で、何時も書籍を手放した事は無く、思考明晰にして総合分析に長け、正確な結論を割り出す、素晴らしい能力の持{ 85;主です。12年間もの長い間、国を導き、艱難険阻な環境下で、「静寂な革命」にて、台湾をして専制独裁の外来政権から、自由民主な佳境に導き、政権を難なく平和的に新政権に移転させたのは、政治奇跡のみならず、神業に近いと言っても、過言でない。「公的」立場では台湾人民の永遠に尊敬するに値し、「私的」な立場では、先生は常に謙虚そのもので、礼儀正しく、威張る事無く、自然に溢れる長者の風格には、人々を感服せしめる魅力には、私なら& #12378;とも、多くの人の尊敬を勝ち取るであろう。　この度の、台湾李登輝の友会、総会長黄崑虎先生は任期を２期合計12年を勤め上げ、会規に基づき、参任不可能ゆえに、李前総統の再三の推薦と、各委員の切たるご要望に応じたものの、私の心中は薄氷を踏むが如く、戦々恐々たる心情で、台湾李登輝の友会の第三任の総会長職をお引き受けた次第で御座います。此処に、謹んで、誠心誠意、皆様が過去に前総統李登輝閣下にお与えになられた信実と厚誼でもって、私、仲模へのご協力と、一層のご鞭撻に頼り、微力ながら、懸命に努める所存です。台湾の國際地位未定は何を意味するのであろうか？　以前、李登輝閣下は、総統在任の身分で次の様に発言されました。「台湾人民は台湾の主権を持ち合わせている筈である、日米太平洋戦争で、日本は台湾を割譲したが、中国には渡してない、台湾人は法理的国籍が無い」。　この言葉は大いに玩味すべきで、台湾人の深い思考を促す。又、続けて曰く「私は台湾独立を主張した事は無い」。史実は1895年に大清帝国により、台湾を日本に割譲し、日本の国土と成った。台湾人が「台湾独立」を追求するならば、日本に向かっての独立であるが、第二次世界大戦後は、台湾に「独立」の問題が無い。何故ならば、台湾は中華人民共和国にも、中華民国にも隷属してない。今日の台湾には「建国問題」のみ存在する。私の思想と理想は李登輝閣下を承継し、その指導で歴史逆転の至高所にて、自由、民主、人権と法治を篤信し、我が愛する、母なる大地台湾に、微力ながら、この新しき時代で、優質且つ尊厳の有る品格の新国度の開拓をなし、国際社会の一国家たらんと願ってます。台湾は東南アジア天険に位置にあり、外来勢力相抗争する場所でもある。此れは天命と素直に認め、また、台湾人の栄光な職務でもある。試練を確りと受止め、邪悪に必勝の信念を? ?#12387;て、対処せねば、「奴隷」に淪落」するであろう。時には、孤独、無援助感の衝撃も有ろうが、全体の台湾人の一致団結に依存しなければ、通れない道でもある。民進党は台湾人主導の政党では有ったが、残念ながら、現在でも、「中華民国体制」を認め且つ使用している。例え、再び、這い上がる事が出来ても、再度、危険に落ち込むのを、避ける事は出来ない。台湾住民は力を集中し、団結し、われらの祖先が示したような、険悪な海峡を乗り越えて、子孫の為に新しい幸せを捜し求めたその精神力を、勤とに学び、すべてを、「台湾建国」の共同目標に集中邁進し、台湾を守り、怯まない事を誓う！台湾に天のお加護あらんことを祈る！台湾李登輝友の会　総会長　城　仲模 2008/07/08。
