【一】
大會結束後，籌備中心將向美利堅合眾國、法國、日本等一九五二年四月二十八日『舊金山和平條約』四十六個【同意該條約』的簽署國家，致『戰後台灣平民政府成立通知書』。
After the completion of the Press Conference on Feb. 2nd, all 48 signature
nations of the San Francisco Peace Treaty (SFPT) of 1952 will be formally
notified of the actions of the Committee in preparing for the establishment of
Taiwan’s Civil Government.
【二】
條約規定日本『懸空放棄』台灣主權，流亡的中華民國『代理』美國軍事政府佔領台灣，一九七九年一月一日美利堅合眾國外交不承認『中華民國』，佔領任務由美利堅合眾國改立國內法『台灣關係法』中『台灣當局』執行台灣佔領任務，依照『條約』規定，美利堅合眾國軍事政府仍然握有台灣主權，是戰後『條約規定』的主要佔領權國。
In the SFPT, Japan renounced all right, title, and claim to Formosa and the
Pescadores, but no receiving country was specified. The Republic of China (ROC)
has served as a subordinate occupying power in conducting the military
occupation of Taiwan since Oct. 25, 1945, and then after moving its central
government to occupied Taiwan in mid-December 1949 it became a government in
exile. As of Jan. 1, 1979, the US government no longer diplomatically recognized
the ROC as a legal government, and in the Taiwan Relations Act the nomenclature
of “Taiwan governing authorities” is used. Under the SFPT of 1952, the United
States remains as the principal occupying power of Taiwan, and United States
Military Government jurisdiction over Taiwan is active.

籌備中心已於二零零六年十月二十四日，由林志昇等二百人，具狀向華盛頓聯邦法院控訴美國政府『藐視並忽視佔領區台灣人民權利』，全案已經受理在案，美國國家檔案局已經陸續交出『機密檔案』，短時間內，將會要求『美國政府』承認並接受台灣人民屬於『台灣關係法內美國外僑』，並遵照『美國移民歸化署』規定辦理。
As principal organizers of the Preparatory Committee, Roger C. S. Lin and two
hundred of his supporters already filed suit in the United States District
Court, Washington D.C. on Oct. 24, 2006, charging that the United States
government has seriously violated the civil rights of the native Taiwanese
people in occupied Taiwan. This case is proceeding at the present time.
Additional FOIA Requests have been filed with US government agencies, and
numerous previously classified documents on the Taiwan status issue have come to
light over the past several months. Additional pressure is being placed on the
Dept. of State to recognize native Taiwanese people as “Domestic Aliens” within
the framework of the Taiwan Relations Act, and to authorize the issuance of some
form of US passports to native Taiwanese persons.

美日太平洋戰爭，日本投降等於『日本台灣』投降，『日本台灣人當然負有戰爭責任』，依據海牙第四公約、日內瓦公約、紅十字會戰爭法規範、美國最高法院有關戰爭判例，美國主要佔領權國應該協助被佔領區成立『台灣平民政府』，讓台灣人民擁有台灣土地的完全支配和處分權。
Taiwan was part of the Japanese Empire up to April 28, 1952. When Japan
surrendered, Taiwan surrendered as well. According to the Fourth Geneva
Convention, the Geneva Conventions, the Red Cross commentaries on international
humanitarian law, the Insular Cases of the US Supreme Court, etc. the principal
occupying power of Taiwan (i.e. the USA) has the obligation to help the
Taiwanese people to form their own civil government.

在台灣佔領區的美國軍事政府和『流亡中華民國台灣當局』，製造『藐視和歧視台灣人民』的選舉，讓中國逃難台灣的政治難民以『票票不等值』的『假選舉』，公然製造『假民主』，企圖將台灣人民置於『中國人的奴役』地位，一九四七年屠殺事件後，再以『新台幣壹元換台幣四萬元』搶奪台灣人財富，現在又製造『南非式的白人統治黑人模式』的『假民主選舉』本會將向佔領台灣的『美國軍事政府』提出嚴重抗議，要求恢復台灣人民的『權利』。
The USMG and the “government in exile ROC” have proceeded with all levels of
Taiwanese elections over the past fifty years, which have resulted in the denial
of civil rights to native Taiwanese people, and given the false impression that
Taiwan is a democratic society, when in fact the Taiwanese people are suffering
under the ROC exiled regime. After the massacres of February and March 1947, the
ROC government instituted currency manipulation measures which further resulted
in huge financial losses by native Taiwanese people, and such unfair policies
continued over the following decades as well.
【六】
中國人以強大資金、不公平管轄，擁有大部分電子媒體，台灣人只配擁有『地下電台』，每天輪流『入監獄』；中國人以『民族感情』、『民粹主義』和『愚民教育』，戰後六十三年來，台灣人被『嚴重洗腦』，台灣人為了生存，已經忘了『自已是誰？』，本會將出版刊物，將『台灣真相』公佈。
The current huge financial resources of the Chinese Nationalists are well known,
and combined with their near-monopolies in the political, governmental,
educational, economic, and media spheres, enable them to brain-wash the local
Taiwanese populace into accepting their goals for national development. As a
result, most native Taiwanese are seriously confused about their own national
identity and the proper direction for educational, judicial, or government
reform. Numerous publications of the Preparatory Committee in 2007 and 2008 are
serving to reveal the truth of Taiwan’s international legal status, so that all
local residents can be fully informed.
【七】
國際間已經證實：『中華民國不是國家』、『台灣不是國家』、『台灣不是中華人民共和國一部分』、『台灣沒有獨立問題』、『台灣沒有入聯問題』，本會也要聲明：『台灣不是中華民國，中華民國也不是台灣』『台灣是台灣人永遠的國土，建立台灣成為國家是台灣人永遠的夢想』。天佑台灣!
The international community has already announced many times that “The ROC is
not a country”, “Taiwan is not a country”, “Taiwan is not part of the PRC,”
“Taiwan does not face an issue of independence”, “Entrance to the United Nations
is an issue for the future,” etc. etc. Our Preparatory Committee also wants to
announce that “Taiwan does not equal the ROC, and the ROC does not equal
Taiwan.” We also pray that God will bless Taiwan!!!

最新消息:
據美國官方告知消息，此時此刻，兩艘航空母艦、七艘神盾號、四艘潛水艇正佈防於台灣海峽中，其中一艘航空母艦在有必要時可能登陸高雄左營。
美國軍方這個動作是因為中共日前在靠近台灣海峽中線劃定新航道，表態不同意。
再者，美國軍方質疑為何中華民國流亡政府對中共之行為沒有表示抗議。
